Kaliabor College | Discipline, Safety & Governance Framework

Kaliabor College is dedicated to maintaining a safe, disciplined and inclusive campus environment. In compliance with the directives of the University Grants Commission (UGC) and the Government of India, the following rules and regulations are strictly enforced. All students, faculty and staff are expected to familiarize themselves with these codes of conduct.

1. Anti-Ragging Policy (Zero Tolerance)

As per UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009

Ragging in any form is a criminal offense and is strictly prohibited within the college premises, hostels and surrounding areas. The college follows a Zero Tolerance Policy towards ragging.

  • Definition: Any act of physical or mental abuse, teasing, or harassment of a fresher/junior student causing hardship or psychological harm.
  • Consequences: Immediate suspension, rustication and FIR with police authorities.
  • Mandatory Undertaking: Anti-Ragging Affidavit by student and parent at admission.

2. Internal Complaints Committee (ICC) – Prevention of Sexual Harassment

In compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and UGC Guidelines, 2015

Kaliabor College is committed to providing a gender-neutral, safe and dignified environment for women employees and students.

  • The ICC: A dedicated Internal Complaints Committee functions to receive and redress complaints.
  • Confidentiality: Identities and proceedings are kept strictly confidential.
  • Complaint Mechanism: Written complaint to the Presiding Officer within 3 months of the incident.

3. Student Grievance Redressal Committee (SGRC)

As per UGC (Redressal of Grievances of Students) Regulations, 2023

To ensure transparency, fairness and accountability, the college has established a Student Grievance Redressal Committee.

  • Scope: Admission, evaluation irregularities, withholding of documents, harassment, or denial of quality education.
  • Ombudsperson: A designated Ombudsperson oversees impartial resolution.
  • Online Portal: Complaints may be lodged through the College Grievance Portal or the UGC e-Samadhan Portal .

4. General Code of Conduct & Discipline

  • Identity Cards: Wearing ID cards on campus is mandatory.
  • Attendance: Minimum 75% attendance is compulsory for End-Semester Examinations.
  • Campus Hygiene: Entire campus is a No Plastic Zone and Tobacco-Free Zone.
  • Mobile Phones: Restricted to common areas; prohibited in classrooms and labs without permission.

5. Examination Rules

  • Malpractice: Unauthorized materials or electronic devices lead to expulsion and disciplinary action.
  • Admit Cards: Mandatory along with Registration Certificate.
  • Reporting Time: Students must report 15 minutes before examination time.

6. Right to Information (RTI)

As per Right to Information Act, 2005

Kaliabor College is a public authority and citizens may seek information under the RTI Act.

Procedure: RTI applications must be submitted in writing with prescribed fee to the College Office.
